Fibre coverage maps suggest a smooth advance across a city, but progress on the ground is street by street and often stalls for years. The bottleneck is rarely the cable itself.

The expensive part is the trench

Optical fibre is cheap by the metre. The cost of a rollout sits almost entirely in opening the ground, working around existing pipes and cables, and putting the surface back.

Digging under a road costs far more than digging under a verge, and both cost more than reusing an existing duct. Route planning is therefore an exercise in avoiding hard surfaces.

This is why a network builder may pass a street entirely. If the only approach is through a paved square with heritage protection, the arithmetic can never work at that address.

Permissions run on their own clock

Before any digging happens, a builder needs consent from the road authority, agreement with utilities whose assets sit underground, and often a traffic management plan for the closure.

Each of these has a queue and a season. Roadworks are restricted during certain periods, and a missed window can push a straightforward job into the following year.

Where several builders want the same street, coordination rules may require them to share a trench or wait. That protects the road surface but slows any individual project considerably.

Getting into the building is a separate problem

A cable in the street connects nobody. The fibre still has to enter the building, which requires the owner's permission and a route to each dwelling inside.

In owner-occupied houses this is a single conversation. In apartment blocks it involves the freeholder, the managing agent and sometimes a residents' vote, any of which can stall indefinitely.

Internal wiring adds its own difficulty. Riser space is often full, and running new cable through a stairwell in an older building can require work the owner has no appetite for.

Demand determines the order

Builders prioritise streets where enough households are likely to sign up to recover the civil works cost within a reasonable period. Dense housing with a single access point ranks highest.

Pre-registration campaigns exist for exactly this reason. A street that demonstrates commitment ahead of the build moves up the queue, while an indifferent street drops down it.

Public subsidy is designed to correct this, funding areas that would never be commercially viable. Those schemes carry their own procurement timelines, which is why subsidised areas often connect last.

Coverage claims are not connections

A property counted as covered may only be passed, meaning fibre runs nearby but no cable enters the building. The final connection is a separate order and a separate visit.

That gap explains the mismatch between announced coverage and the experience of residents who still cannot buy a service. Both statements can be accurate at the same time.

Understanding the distinction matters when comparing regions, because different reporting conventions make otherwise similar areas look years apart in progress when the physical position is much closer.
